Callum Langs next goal of the season was sufficient for Shrewsbury to edge.
Lang attempt proved the difference between the two sides, with the hosts forced to battle the next half with a man less after Connor Jennings was sent to get a second yellow card.
Having been booked in the action Jennings was blown off by referee Craig Hicks in first-half stoppage time after a needless foul on Daniel Udoh.
And the forwardss dismissal supposed Rovers faced a Tricky task to get anything from the match, and ultimately Langs 20th-minute goal was sufficient for the traffic
The 21-year-old is not likely to score all season to an easier target as he tapped in protector Aaron Pierres shot to put Shrewsbury.
Rovers fought hard to snatch something but Shrewsbury goalkeeper Max OLeary pulled off a magnificent save in the previous minute from Neil Danns.
